I'm not going to google just so you have to tell me--what is Clark's Law? Is it that recklessness is equivalent to malice, like L. Nizer always said?

Clarke's Law is something like: 'any sufficiently advanced technology is indistinguishable from magic'. Of course, that 'sufficiently' is quite a loophole. If it appeared anywhere in the Constitution we'd all be speaking French or Ebonics by now.
